Is there a time of day/night when most of the world is sleeping?

Unfortunately i can tell you now the world never sleeps, people sleep but the world keeps going with or with out you. And no there is no time when all of the western Hemisphere is sleeping otherwise you would wake up in the morning and find nothing done
