What is the difference betweew not wearing a seat belt and an improperly wore seat belt citation?

In the state of Ky it is mandatory to wear a seat belt.So lets say you have one on and you get pulled over for not wearing a seat belt and are issued a ticket for not wearing a seat belt.But you had one on it was improper but it was on.Does this make it an improper ticket because it states not wearing seatbelt or does it not matter.
