My husband got me some rubys from afghanistan.one is 19.48cts and the other is 2.63cts.both are cut and shaped?

ive went to several jewelers and they couldnt appraise them for me.they just weighed them and used a gem tester to see if they were real.and of course they were.i really need help on getting them appraised. thanks
