Camera istant software not working?

I have a Toshiba Satellite A305-S6872 laptop which came pre-loaded with Windows Vista. It also came with a built in camera and voice recording device. It is a Chicony 2.0 USB camera, and the laptop came with pre-loaded camera istant software as well. When you attempt to preview the streaming image from the camera the istant software it gives an error message saying "Graph Rend Fail". The blue LED light that is supposed to illuminate when the camera comes on will not turn on. Also i restarted my computer and tried clicking on the Camera ist software and got this error message, "Webcam is either disabled or has failed. Please check your webcam settings" But I cannot find my webcam settings anywhere, I have been searching all over online for a solution, but nothing. Can someone please help.
