How do I connect a PC and a MAC so that BOTH may access internet using the following: ??

Connect the Wi-Fi Router to the modem, and if the Mac is a more recent one it should have built in wireless. Try and connect it wirelessly through the AirPort utility. If not, use the network cables and connect them to the router. Do the same with the PC.
